Is it legal to unlock a PDF?

Removing restrictions from a PDF you have legitimate access to is generally legal in most jurisdictions. However, removing restrictions to circumvent copyright protections may violate applicable laws. Only unlock documents you own or have authorization to modify.

Does unlocking upload my file to a server?
